Consultative Meeting "Implementation of National Strategies for Roma Integration and Action Plans for the Implementation of the Decade of Roma" Held

Consultative meeting held on April 1st aimed to present the project and the establishment of cooperation that will result in the collection of information on the implementation of strategic documents which improve the situation of the Roma minority in the local government, local initiatives, as well as the initiation of working groups for planning and monitoring / auditing budget 2014th year, which will be promoted as good practice.

The project has selected 20 local governments (Pancevo, Novi Sad, metals, Knjazevac, Leskovac, Major, Bela Palanka, Žitorađa, Sombor, fireplaces Koceljeva, Valjevo, Palilula, Zemun, Krusevac, Smederevo, Kragujevac, Bujanovac, Vranje, Prokuplje) which already cooperate with the project "European support for the inclusion of Roma" to conduct OSCE Mission and is funded by the delegation of the European Union.

In 2005 the Republic of Serbia, while approaching the Roma Decade and adopting national strategic framework for the advancement of the Roma community, clearly opted for economic and social inclusion. The European Union also recognizes the unenviable situation of the Roma community and brings two key documents: The EU framework for national strategies for Roma integration and a set of recommendations aimed at improving the economic and social integration of the Roma community.

Since Serbia is in the process of negotiations with the EU, with the first legal instrument for the inclusion of Roma in the EU level, this process framework is binding for us. One of the main elements of the strategic framework for 2014-2020 is to establish a process for monitoring and reporting, and local governments are highlighted as the key link.

League Roma is implementing a project to create a report on the implementation of national strategies for Roma integration and action plans for the implementation of the Decade of Roma Inclusion, which will be submitted for consideration by the board of the International Secretariat of the Decade of Roma in Budapest.

Recommendations and conclusions:

  • Results of the Decade of Roma are good and there has been prosperous period in the history of the Roma. During the "Decade of Roma Inclusion 2005-2015" there has been made evident progress
  • Roma NGOs that have gathered around SKRUG - and - League Roma and they showed civic concept which takes into account the competence and accountability system that takes, where even non-governmental organizations take their share of responsibility
  • Policies towards minorities must be aimed at social stability and peace within the wider community 
  • The role of the local team for minority and marginalized groups are working on raising public awareness on the issue of multiculturalism and in this context there should be various seminars for educational personnel, discussions on the topic of discrimination and racial discrimination
  • Platform laid the foundations of cooperation and, in this regard, objectives, expected results and principles of work during working together: Creating partnerships between local Roma organizations, the League of Roma and local government institutions; The exercise continued improvement of joint activities aimed at developing the local community as a whole; Creating institutional mechanisms for the advancement and further development of cooperation and mutual communication 
  • Within the project, system monitoring mechanism will be established and that will facilitate the exchange of information between relevant agencies 
  • The platform is non-binding document, and provides a framework of cooperation of elected municipalities and Standing Conference of the Association of Roma citizens (SKRUG) - LEAGUE OF ROMA. The cooperation of each of the municipalities and the League of Roma represents rank and promotion system of social responsibility, responsible management of the local government and the relationship of Roma NGOs to the rights and obligations of the Roma community 
 

The First Meeting of the Thematic Committees "Culture and Information" Was Held

odbor kultura 1The first meeting of the thematic board Culture and Information was held in Novi Sad in March. 

At the meeting it was suggested that civic education should include teaching of Roma culture and traditions, also that school system should conduct workshops on teaching the Romany language.

It is necessary in schools volunteerely to organize one hour class, once a month, about Roma culture and tradition, and also make a tutorial titled "Do you know Roma culture?"

At the University of Belgrade, the group of Sociology, should establish a department for Romany studies, where they will study the culture and the cultural heritage of the Roma. One of the important recommendations of the first meeting of the committee was to establish a cultural (institutional) institutions, theaters, museums, libraries, as well as the establishment of the Institute for the study of the culture and traditions of Roma under the auspices of UNESCO.

 

On the Occasion of International Human Rights Day

Belgrade - Roma are the most discriminated against in Serbia, and then the poor, the disabled, the old, women and members of the LGBT population, according to research CESID. Djordje Vukovic from CESID said that 32 percent of respondents expressed no elements of discrimination, and that 18 percent of them expressed a certain prejudices and attitudes so that they could be prone to discrimination against certain groups. According to him, the study found that 50 percent of the surveyed citizens neutral on this issue.

Around 70 percent, that is, although there is a law that prohibits discrimination , it is not respected or adhered to only selectively.

As stated , the area to which respondents believe that it is the most frequent employment discrimination - these 36.6 percent , followed by health care, which it believes about seven percent of respondents, and education with 5.4 percent.

Vukovic said that research shows that the respondents consider Roma least eligible for marriage, and less than Croats, and that a large percentage of the respondents would not be able to accept his family LGBT person.

The survey was conducted in mid-November 2012 for the commissioner for the protection of equality, on a sample of 1,196 citizens.

Nevena Petrusic commissioners pointed out during the presentation of research that human rights are violated daily in Serbia and that discrimination is widespread.

She said that human rights are indispensable need a tool to provide a better society, and that we should not forget that human rights are founded on the principle of equality.

Petrusic, however, stated that there are many difficulties in the realization of human rights, there are shifts in Serbia on the issue, but that still more needs to be done.
